What Is Prop 1?

The Water Quality, Supply and Infrastructure Improvement Act of 2014 (Proposition One on the Ballot November 4, 2014) authorizes $7.12 billion in general obligation bonds for:

  • Safe drinking water
  • Increased surface and groundwater storage
  • Recycling
  • Desalination
  • Groundwater clean up
  • Storm water recovery
  • Ecosystem, habitat and watershed protection and restoration
  • Flood control

It also reallocates $425 million from prior water bond acts for the same purposes. As part of Governor Brown’s Comprehensive Water Action Plan, Proposition One will provide California with more reliable water supplies, restore important species and habitat, and develop a more resilient and sustainably managed water system.

Who Benefits from Prop 1 ?

Proposition One distributes funding fairly to benefit all the regions of California and affirms the right of every Californian to safe drinking water.

It requires that the recipients of funding, both urban and rural, must adopt water conservation plans that will help California adapt to global climate change. And it guarantees support for disadvantaged communities that cannot afford their own clean, drinking water and wastewater treatment systems.

The revenues from the sale of these water bonds will go to support:

• New Water Storage Projects for Surface and Groundwater -­‐-­‐ $2.7 Billion
• Water Recycling -­‐-­‐ $725 Million
• Regional Water Security, Climate and Drought Preparedness -­‐-­‐ $810 Million
• Safe Drinking Water -­‐-­‐ $520 Million
• Streams and Watershed Protection and Restoration -­‐-­‐ $1.495 Billion
• Flood Control -­‐-­‐ $395 Million
• Groundwater Cleanup and Sustainability -­‐-­‐ $900 Million

Who Supported Prop 1?

Proposition One was placed by a nearly unanimous vote of both houses of the Legislature.

It was endorsed by Governor Edmund G. Brown, Jr. and California’s United States Senators Dianne Feinstein and Barbara Boxer.

It was supported by major environmental organizations including:

  • Audubon California
  • The Nature Conservancy
  • American Rivers
  • The Natural Resources Defense Council

It was also endorsed by business and community leaders throughout the state including:

  • The California Chamber of Commerce
  • California Farm Bureau Federation
  • Silicon Valley Leadership Group
  • Los Angeles Area Chamber of Commerce
  • State Building and Construction Trades Council of California
  • Western Growers
  • The Metropolitan Water District of Southern California
  • And the Association of California Water Agencies
